PT Pelindo III took the initiative to involve several private parties to boost the productivity of non-container commodities. There are two private companies synergizing with Pelindo III to work on the non-container sector, namely PT Optima Sinergi Comvestama as a development partner for the liquefied natural gas (LNG) terminal at the Tanjung Emas Port in Semarang and PT Gresik Jasatama as a management partner of port facilities for log terminals and goods bulk at Gresik Port.

Meanwhile in terms of developing industrial estates, Pelindo III cooperated with PT Kendal Industrial Estate to develop the Kendal Industrial Area (KIK), which included cooperation in logistics, port services, and other related services at the Kendal Port prepared for international standards.

Another collaboration was established with the Surabaya Madura Regional Development Agency (BPWS) involved in conducting a study on the development of Tanjung Bulupandan Port. The scope is the development of the area at the foot of the bridge on the Surabaya and Madura sides and the special area in the north of Madura Island.
